Tonya Phelps
Tonya Phelps is a seasoned expert in health
policy and reimbursement. Prior to co-founding The Certus
Group, LLC Ms. Phelps worked for over thirteen years in numerous
specialty areas of the healthcare industry. She has experience
in electronic medical claims interchange, physician office
management, consulting and the development and implementation
of coverage and reimbursement strategies for emerging medical
technology within the pharmaceutical, biotechnology and medical
device industries.
Throughout her career in healthcare, Ms.
Phelps has developed an intimate understanding of third party
payer coverage policy processes, coding systems, and reimbursement
methods for numerous medical therapies. She has successfully
executed strategies at the local and national levels to ensure
appropriate payment for new medical therapies, including working
with the American Medical Association and specialty medical
societies to develop CPT codes and relative values for new
procedures and services. She has worked both nationally and
locally with senior policy personnel within private and government
third-party payers, including senior officials at the Centers
for Medicare and Medicaid Services (CMS).
Ms. Phelps is a member of the Healthcare
Financial Management Association (HFMA) and has participated
on reimbursement panels at medical device industry meetings.
Currently, she is forming a networking group of reimbursement
professionals in California. Ms. Phelps earned a Bachelor
of Arts degree in Health Policy Administration with a double
minor in Psychology and Business Administration from the University
of Michigan.
